Ничего не помогает. Ни переустановка, ни перезапуск, ни запуск от имени администратора. Ни-че-го.
Подскажите что делать.

Попробуйте выполнить сброс настроек сетевых служб Windows:
1. Загрузите следующий архив: http://dl-support.wargaming.net/wot/ru/KnowledgeBase/DNS/reset_dns.zip
2. Распакуйте файл в любую папку и запустите его от имени Администратора, нажав на имя файла правой кнопкой мыши и выбрав пункт «Запуск от имени Администратора».
3. Дождитесь окончания работы файла reset_dns.bat (примерно 10 секунд) и перезагрузите компьютер.

Писец столько заморочек чтоб поиграть! Я перепробовал все варианты что нашёл на форуме плюнул и снёс игру. Хочется просто зайти и играть а не устраивать танцы с бубном. СКА 7 лет игры в трубу. Обидно.

This error message displays while on different sites, and goes into a search mode. It then tells you that no solution is available and inevitably you are forced to close the browser, IE 8. I posted a detailed message on July 23rd indicating that the solutions; i.e. reset, uninstall various programs, deleting cookies, etc. etc. was not helping and I received a message this morning 7/24:

The post I made last night has been deleted and these non-sensical, gaslight style questions are auto-posted, but still no one at MS will OWN this problem. It is an IE8 problem. I have Win 7 OS. It also occurs in Outlook 2010.
If any humans are around, please provide some leadership instead of continuously creating circles of responses that don’t go anywhere.

Check if the issue exists in safe mode with networking.
Start your computer in safe mode
If the issue doesn’t persist in safe mode with networking, I would suggest you perform clean boot to see if any third party services are causing this issue.

First please try to open file in safe mode, if it works fine in safe mode, please check the add-ins in your excel and disable them.
Then you can try to disable the Hardware Graphic Acceleration and check the result:
Please Open Excel- File- Options- Go to the Advanced tab- Under the Display section, uncheck the box for ‘Disable hardware graphics acceleration.
