Дословно в ошибке сказано что системе не удалось запустить NVIDIA API с кодом ошибки 0xfffffffe, которая необходима при работе на видеокарте NVIDIA. Ваши драйверы могут быть повреждены или устарели. Вследствие этого в программном интерфейсе приложения библиотеки NVIDIA возник конфликт при запуске SC:GO. Проще говоря разработчики оптимизируют игру, меняют исходный код в соответствии с последними разработками графических чипов и хотят что бы пользователи регулярно обновляли драйвера даже на старом железе. От себя посоветуем установить на компьютер GeForce Experience от Nvidia. Программа автоматически будет проверять наличие свежих драйверов видеокарты, загружать их и устанавливать. Из плюсов стоит отметить более тонкую настройку видеопараметров в системе.

I am getting the message below when trying to update some settings.
DRS_SaveSettings failed: NVAPI_ACCESS_DENIED
I am sure it is something about my setup but I have not been able to find it.
Any hit you can give would be appreciated.

The issue is that when you installed your NVIDIA driver it didn’t installed correctly!

I am sorry to say that it did not fix the issue.
I added the directory «C:\Program Files\NVIDIA Corporation\Drs», which did not exist.

@Squall-Leonhart is right. I wouldn’t call this issue ‘closed’ though since the program could just create the folder itself it its missing and not fail with a meaningless error.
A caveat of the workaround is: the Folder ProgramData is hidden. One way to get there is to simply copy the path C:\ProgramData\ into the address bar of the explorer window and hit enter. You don’t need to enable hidden files with that approach.

@deadmanwalking why has the issue been closed?? The bug is still present with the very latest version as I have said. The fact that one can workaround this does not mean that the problem itself got solved. For the matter of this issue the program should silently create the missing directory and not just fail with a meaningless error. Please re-open it.

no, it shouldn’t create the folder, nor should it create the drs file if it is not present.
The folder should already exist and have files in it.
if it doesn’t, run a Reset to Defaults in the NVCP.

Loading your settings failed. (Access is denied.)
I restored a PC from backup using the ntbackup utility. I restored all programs and content on the C:\ including the windows directory and program files. I also restored the systemstate meaning I restored the registry, all user accounts, drivers etc.
However I did not restore the profiles!
I could log in fine with a standard user account. However my profile settings did not save. Also when I ran a VB Script I got the following error:
Loading your settings failed. (Access is denied.)
I went into the registry and saw that my HKCU for that user was only read only for all users. My user account did not have ownership and «Full Control» of the entire HKCU key and all sub keys.
This was a hard problem as I couldn’t exactly run regedit.exe as Administrator as then it would show me the HKCU for the Administrator account. HKCU is the ntuser.dat file in the users profile directory. It is registry settings unique to that user profile. so when you open regedit it will only display the HKCU settings for that user’s ntuser.dat file!
The way I fixed this was I added that user into the «Administrators» group. I then went in and took ownership of the HKCU key and all sub keys. Then took full control. I then removed the user from the «Administrators» group.
