When you say re-installed, did you do the conventional uninstal method or did you go into the files of your computer and manually delete L4D? That’s what I had to do originally to play L4D.
I just did the normal uninstall without deleting the game folders, I’ll give that a try and go through the REG also to see what’s there. I doubt if DX9.0c is related as I have other programs the use it and they work fine. I ran DXDIAG and that shows DX11 but stuff like GTA4, the COD series and others needing DX9 are ok.
I’m not too worried about the nVidea control panel, I’ve used it many years now with no problems but I did install the 3.14 drivers, I may rollback to 306.23 if a complete uninstall dont work..
Well, I uninstalled again and this time I deleted all the folders/files on the drive (in steam folder) and did a defrag, reg clean etc and then rebooted. It was getting late so I just shutdown for the day and re-installed today and guess what, same thing. I uninstalled the nvidea 3d stuff and tried again and same thing. I’ll try doing a rollback from the 3.14 nvidea drivers next and see what happens. The wierd thing is, L4D2 still works fine, I don’t get it why L4D1 gets the error.

Did you fix your problem? I had the same thing using Windows 8 and nVidia GeForce GTX 660. Tried new drivers, updates and setting launch options, but no luck. I’ve ended up playing it on my old PC.
L4D2 works fine where L4D doesn’t.
Oh well, both only cost five pounds in the sale, so can’t complain too much 🙂
So has this been solved yet? If not, then here’s my fix that I discovered myself.
In the launch options, add your resolution settings.
That solved my problem with both games when I encountered the same problem for both.

I still haven’t got it working yet, no. It worked at one time then one day it just stopped, it was after they started doing all this stuff with L4D2 so I don’t know if that had anything to do with it.
I just tried the line but used 1280×1024 for the res and it works now, thanks. I reset the res when I was in game so now it’s back to normal.

Actually I got the 320.49 patch the day after it came out and it didn’t help, what Psykotik suggested did and like it says, «Problem Solved», but thanks for the info.

Народ, у меня такая же беда случилась после того как обновил винду, лицензия 8, дрова последние стоят, директх, нэтфреймвёк, редистрибьют стоят, пробовал все что выше сказано, не помогло, видюха джифорс 740м и Intel® HD Graphics 4000 При запуске доты работает интел, джифорс включается при загрузке игры и при штатной работе ноута не получается запустить доту тк интел начал выдавать ошибку (раньше все запускалось нормально) приходится отключать интел чтоб дота запустилась. Подскажите в чем может быть проблема и как её исправить.

У меня ноут леново, с geforce 760m (кажется), после обновления винды, возникла такая же ошибка, изменения формата не помогали. Пробовал автоматически обновить драйвера, не помогало, так как система писала, что установлены новейшие. В итоге, в ручном режиме скачал с официального сайта Nvidia последние дрова, весили они чо то около 300 метров, нажал setup.exe, 5 минут и вуаля все работает. Архив назывался так- 340.52-notebook-win8-win7-64bit-international-whql. Может вам поможет.

Так, ще один варіант у кого Invidia. Вимкніть потім включіть свої відеоадаптери, оновіть конфігурацію обладнання, завантажте останнє Invidia Experiance, оптимізуйте ігри які треба, ребут. В мене все запрацювало. Experiance рулить.
Failed to Create D3D Device [SOLVED]

Many Windows users are experiencing a frustrating issue: They get an error “Failed to create D3D device” when running their games (usually Counter-Strike: Global Offensive, Dota 2, Left 4 Dead 2, etc) or graphics programs.
This error can occur due to many reasons. As its message is indicating, this is a Direct 3D and video card driver issue. But sometimes you can also fix this by changing the launch options of your game.
So if you get this issue, don’t worry. Try the following methods to fix your “Failed to create D3D device” error:
Method 1: Reinstall your graphics driver
D3D, short for Direct 3D, is a graphics application programming interface and is related to your graphics adapter and its driver. If something is going wrong with Direct 3D, it is likely that your graphics driver is broken. You can try reinstalling it and see if this resolves your problem.
You can uninstall your graphics driver on your own, and then download and install it from your device official site. But honestly this will take much time and energy. If you want the process to be easier (and equally safe), it is recommended that you use Driver Easy.
Driver Easy will automatically recognize your system and find the correct drivers for it. You don’t need to know exactly what system your computer is running, you don’t need to be troubled by the wrong driver you would be downloading, and you don’t need to worry about making a mistake when installing.
You can download and install your drivers by using either Free or Pro version of Driver Easy. But with the Pro version it takes only 2 clicks (and you get full support and a 30-day money back guarantee). Also, you can use the Pro version to reinstall your device drivers.
To reinstall your graphics driver with Driver Easy:

To set the launch options:
1) Launch your Steam client and go to your game library.
2) Right click the game that is incurring the error and select Properties.
3) Click SET LAUNCH OPTIONS.
4) In the dialog popping up, type “-dxlevel 81” and click OK. (This forces your game to be launched using an earlier version of DirectX.)
*Note that if you are trying to play Counter-Strike: Global Offensive, Left 4 Dead 1 or 2, or Portal 2, you should type “-dxlevel 90“.
5) Close the Properties window and launch your game.
6) If the problem persists, open the Properties window of your game and click SET LAUNCH OPTIONS again.
7) Type the following line in the dialog and click OK (this forces the game to run with a set resolution):
*Note that you should change the 1280 and 720 to the width and height of the recommended resolution on your computer respectively.
8) Close the Properties window and run your game. If this method works for you, you won’t see the error again.
Method 3: Enable all your graphics services
You may get the Failed to create D3D device error because your startup grahpics services are disabled. You can check the status of these services and re-enable them when necessary. To do so:
1) Press the Windows logo key 
and R on your keyboard at the same time to invoke the Run box.
2) In the Run box, type “msconfig” and press Enter on your keyboard. This will open System Configuration.
3) In the System Configuration window, click the Services tab. Then check if all the services related to your video card (usually their names including NVIDIA, AMD, Intel, etc) are checked. If not, select the check box next to each of these services. After that click OK.
4) Restart your computer. Then run your game and see if your problem is fixed.
Method 4: Undo the recent change
Sometimes a change of your computer settings or a newly installed application can lead to your D3D device failed to create error. Some settings or programs can be incompatible with your game. If you have recently made any change on your computer and you get the error, you can undo it and see if this resolves your problem.
