2. проверь свой акк на mySteinberg, возможно ты до этого запрашивал лицензии за АИ4/Ле4?
3. глянь в ЛЦЦ есть ли какие то лицензии у тебя еще на ключе?

Уточните, пожалуйста, эту информацию в представительстве Microsoft на территории той страны, где Вы ведете хозяйственную деятельность. Скорее всего выражение канал Open означает OLP.
Например, в РФ простая и удобная программа OLP была закрыта 1 июля 2019 года. Многие организации, покупающие лицензии Microsoft, были озадачены и расстроены этим событием. Но жизнь продолжается. Все в порядке.
В РФ ведь тоже будут закрыты каналы.
